Authorizes a notarizing officer to serve as a second witness when multiple witnesses are required, combining the notarization and second witness requirements

Establishes that certificates of authenticity for tangible copies of electronic records shall be accepted as prima facie evidence of the original electronic record's authenticity and compliance with legal requirements
