Creates the New York State Problem Gambling Research Institute within the State University of New York to advise the governor, legislature, and agencies on problem gambling issues and conduct research on prevention and treatment

Directs the institute to research user interface design elements contributing to online gambling addiction, individual and societal risk factors, consequences of problem gambling, and effectiveness of existing laws and policies

Establishes a 14-member executive committee including the Gaming Commission chair, commissioners of addiction services and mental health, SUNY chancellor, and members appointed by the governor and legislative leaders, with appointed members serving 3-year terms

Requires the institute to submit a report within one year of enactment and every five years thereafter on programs undertaken, the status of problem gambling knowledge, and research needs

Creates the Problem Gambling Research Fund in the State Finance Law to receive federal, state, and private funds for problem gambling research activities
