Designates English as the official language of New York State government, requiring all official business, documents, regulations, orders, publications, programs, meetings, and transactions to be conducted in English

Permits use of other languages when necessary to protect health, safety, or liberty; protect criminal defendants' or victims' rights; teach languages; promote trade, tourism, or commerce; conduct census activities; or comply with federal and state constitutional requirements

Requires that when official documents are translated into other languages, an English translation must also appear in the same document

Explicitly protects Native American languages from any restrictions under this act

Allows elected officials to communicate in other languages while campaigning or providing constituent services, and permits individuals to use their own translation methods when communicating with government
