Mandates responsible gaming measures including self-exclusion options, deposit/spending limits with 14-day waiting periods to increase limits, time-spent notifications, and display of the HOPE NY problem gambling hotline

Prohibits platforms from accepting credit cards for deposits, selling gift certificates, sending push notifications about bonuses or markets users haven't invested in, and advertising promotions as "risk-free"

Establishes civil penalties of up to $10,000 per violation ($50,000 for persistent violations), with $1 million per day penalties for platforms continuing to operate after being ordered to cease, and grants the Attorney General rulemaking authority
