Directs the governor within 90 days to invite governors of Connecticut, Massachusetts, New Hampshire, Rhode Island, Vermont, Maine, New Jersey, and Pennsylvania to a Northeast Regional Health Insurance Compact Summit

Summit would explore creating a regional collaborative allowing residents to purchase qualified health insurance plans offered in any participating member state

Requires the summit to identify barriers to multi-state health insurance markets and explore federal waivers under Section 1332 of the Affordable Care Act to facilitate interstate insurance offerings

Mandates a report of findings and recommendations to the legislature within 180 days of the first summit convening, plus annual progress reports thereafter

Any interstate compact or material financial commitments by New York would require further specific legislative authorization before implementation
