Requires regulations establishing eligibility verification procedures, a fair hearing appeals process for individuals and dentists, and procedures for recovering benefits obtained through fraudulent applications

Appropriates $5,000,000 from the general fund to the Department of Civil Service to implement the program, which takes effect 180 days after becoming law
