Mandates a minimum 30-minute "Work Zone Safety" awareness component in the pre-licensing course for obtaining a motor vehicle license in New York

Expands required curriculum to cover identification and navigation of highway construction zones, signage, flagging operations, barriers, lane shifts, variable speed limits, and automated work zone speed enforcement systems

Requires education on legal obligations under the "Move Over" law to yield right of way and exercise due care around emergency vehicles, hazard vehicles, and vehicles displaying blue or green lights

Directs the Commissioner to include at least one work zone safety question on the traffic laws examination and to document completion of the component in applicants' licensing records

Requires the curriculum to be adaptable to both in-person and online formats, developed in consultation with transportation officials, state police, highway construction industry representatives, and road safety experts
