Extends dependent health insurance coverage from age 26 to age 29 for unmarried children who meet specific eligibility criteria

Eligible dependents must not have access to employer-sponsored health care, must not be enrolled in Medicare, and must live, work, or reside in New York state or the insurer's service area

Coverage extension applies regardless of financial dependence on the policyholder, residency with the policyholder, student status, or employment status

Amends multiple sections of the insurance law (sections 3216, 4235, 4304, and 4305) to apply the extended coverage across individual policies, group policies, and health service corporation contracts

Takes effect immediately upon enactment and applies to all policies and contracts entered into, renewed, modified, or amended after the effective date
