Requires providers receiving drugs from the state stockpile to dispense them at no cost to patients, with distribution limited to qualified, licensed prescribers intending the drugs be used within New York

If federal approval for mifepristone or misoprostol is withdrawn, the commissioner must review the impact and report recommendations to the governor and legislature within 30 days for ensuring continued lawful access
