Maintains existing fee waivers for incarcerated individuals in state institutions or correctional facilities

Maintains existing fee waivers for crime victims replacing identification cards lost or destroyed due to the crime

Adds new fee waiver eligibility for applicants with income below 200% of the federal poverty line

Requires income verification through tax returns, employer letters, W-2 forms, 1099 forms, or wage notices from within six months of application
