Requires the Board of Regents and Commissioner of Education to obtain majority legislative approval before adopting any rule or regulation containing an unfunded mandate for school districts

Defines "unfunded mandate" as any regulation requiring school districts to provide new programs, increase service levels for existing programs, or impose requirements that would likely raise property taxes

Defines "net additional cost" as expenses incurred by school districts after subtracting revenues from fees, state/federal funding, and savings from eliminating other required programs

Amends Education Law Section 207 to add oversight requirements limiting the Board of Regents' authority to impose costs on school districts without legislative consent
