Creates a healthy and green procurement officer position and requires agencies with 100+ employees to designate sustainable procurement coordinators; mandates annual identification of at least 3 "target categories" of commodities for healthy and green alternatives

Requires annual reporting to the governor and legislature on implementation progress, including procurement data, approved supply lists, and training measures; allows 10% cost premium for environmentally preferable products
