Increases the monetary jurisdiction of New York justice courts from $3,000 to $15,000 for actions involving recovery of money or chattels

Raises the small claims threshold from $3,000 to $15,000, exclusive of interest and costs

Allows counterclaims up to $15,000 to be heard in justice courts, with any excess above that amount deemed waived

Permits judgments exceeding $15,000 when multiple causes of action are joined in a single complaint, provided each would individually fall within jurisdiction

Takes effect 30 days after becoming law
