Establishes the Volunteer Fire Departments Capital Fund to be administered by the Office of Fire Prevention and Control to provide grants to volunteer fire departments

Appropriates $100,000,000 from the state general fund to the Office of Fire Prevention and Control to fund the grant program

Requires the office to select grant recipients through an application process approved by both the office and the state comptroller

Mandates quarterly reporting on fund transactions, including receipts, disbursements, investment income, and account balances, in a format specified by the comptroller

Authorizes grant rescission if participating fire departments fail to use funds in accordance with the law or their grant agreements
