Counties, cities, towns, and villages wholly or partially within the Adirondack Park may establish special districts for financing and operating general ambulance services, either individually or jointly with other municipalities in the park

New ambulance special districts must follow the same procedures required for establishing fire districts or joint fire districts under Town Law articles 11 and 11-A

Municipalities creating or joining a new joint ambulance district must dissolve any preexisting local ambulance district serving the same jurisdiction

The Commissioner must prepare and publish a report by January 1, 2027 on staffing challenges for volunteer firefighter and ambulance services statewide, with specific focus on rural areas and regions with geographic challenges like mountains, waterways, or limited transportation

The report must include recommendations for addressing identified staffing and recruitment issues, to be submitted to the Governor and legislative leaders
