Requires that cooperative purchasing agreements for public works construction may only be used when the associated contracts were competitively bid, advertised, and awarded by a New York political subdivision in full compliance with state public procurement laws

Permits political subdivisions to use cooperative purchasing agreements for goods and services, including public works-related services, if contracts were competitively bid by political subdivisions within or outside the state

Mandates local advertisement of all cooperative contracts for public works to ensure fair and open competition, including detailed procedures for issuing and adding purchase orders

Addresses concerns that national cooperative contracts and out-of-state contracts with different procurement standards have led to diminished oversight, lower worker protections, and weakened prevailing wage enforcement

Adds new section 109-e to the General Municipal Law to clarify allowable uses of cooperative purchasing for public works projects
