Expands New York's emergency leave of absence law to include members of the United States Air Force Auxiliary Civil Air Patrol and United States Coast Guard Auxiliary Pilots alongside volunteer firefighters and ambulance service members

Allows employees in these organizations to take leave during declared emergencies or during United States Air Force assigned missions, unless the absence would impose undue hardship on the employer

Requires employees to provide their employer with prior written documentation from their unit commander confirming their membership status in the Civil Air Patrol or Coast Guard Auxiliary Pilots

Adds requirement that Civil Air Patrol and Coast Guard Auxiliary Pilots members must have written request from a unit commander to participate in emergency services or Air Force assigned missions

Employers may request a notarized statement from the unit commander certifying the time periods the employee responded to emergencies
