Adds a new definition of "severely and permanently disabled" to the Military Enhanced Recognition, Incentive and Tribute (MERIT) scholarship eligibility requirements

Requires disability determination by a licensed doctor of medicine or osteopathy practicing in a state

Defines severe and permanent disability as being unable to engage in any occupation for substantial gainful activity due to physical or mental impairment

Alternatively qualifies individuals who are unable to engage in any occupation for remuneration or profit due to physical or mental impairment

Takes effect immediately upon passage
