Requires the Commissioner of the Office of Temporary and Disability Assistance to develop and implement a program within one year to replace all state-issued magnetic-strip electronic benefit transfer (EBT) cards with chip-enabled smart cards

Prohibits the state from issuing any new magnetic-strip EBT cards within one year after the replacement program begins

Covers a broad range of benefit cards including medical assistance, food stamps, public assistance, unemployment insurance, occupational training, adoption subsidy payments, and child support program cards

Mandates the state reimburse cardholders for any benefits stolen from magnetic-strip cards until they receive a chip-enabled replacement, provided the cardholder was not involved in the theft

Authorizes the commissioner to promulgate rules and regulations necessary to implement the card replacement program
