Establishes a "Regional Equity in Policy Implementation Act" requiring a ten-point regional impact test for all statewide climate, energy, infrastructure, economic development, and municipal obligation policies

Requires the Division of the Budget, in consultation with agencies including the Department of Public Service, DEC, NYSERDA, and Empire State Development, to develop and maintain the regional impact assessment framework covering at least 10 defined regions

Mandates evaluation of 10 criteria for each region: infrastructure readiness, economic capacity, workforce availability, technological readiness, geographic/climatic conditions, community/demographic needs, municipal capacity, cost-benefit distribution, implementation timeline feasibility, and equity/resiliency outcomes

Requires policies to be revised or include mitigation measures when three or more regions receive a "high impact" rating based on the assessment

Applies to all statewide legislation, regulatory actions, program designs, or funding mandates adopted on or after January 1, 2027, with the Division of the Budget required to submit annual reports summarizing regional trends and needs
