Bars university employees from inquiring about, collecting, or disclosing individuals' citizenship, immigration status, nationality, or country of origin to immigration authorities, with exceptions for administering public programs or benefits

Requires written consent forms in multiple languages before immigration authorities can interview individuals in university custody, and mandates annual public reporting of all immigration-related requests and communications

Prohibits transferring individuals to immigration authorities or honoring civil immigration warrants unless presented with a judicial warrant signed by an Article III judge or federal magistrate

Directs the Attorney General to review university compliance reports, establish a public complaint system for alleged violations, and publish guidance on limiting immigration enforcement access to university databases
