Prohibits New York state agencies and authorities from purchasing firearms, ammunition, and firearm accessories from dealers that sell unserialized gun build kits, firearm precursor parts, or "ghost gun" components

Requires vendors bidding on state firearm procurement contracts to submit copies of valid licenses, ATF trace request records for the past five years, theft/loss documentation, and recent inspection reports from federal, state, or local agencies

Mandates contractors certify their policies for preventing straw purchases, screening against sales to prohibited individuals, documenting theft or loss, training employees on compliance, and assisting law enforcement investigations

Directs the commissioner, in collaboration with the attorney general, to develop implementation processes including potential prequalification of compliant vendors and a public safety values scoring system for bidders

Takes effect April 1, 2027
