Authorizes the Village of Colonie to establish a demonstration program using photo speed violation monitoring systems in up to 20 school speed zones at any one time

Imposes monetary liability on vehicle owners when operators exceed the posted speed limit by more than 10 miles per hour during school hours, one hour before/after school, and during student activities

Sets maximum penalties at $50 per violation, plus up to $25 additional penalty for failure to respond to a notice of liability within the prescribed time period

Requires annual calibration checks by independent laboratories, daily operator self-tests, and signage warning drivers of the monitoring systems in compliance with MUTCD standards

Mandates annual reports to the governor and legislature on program results including crash data, violation numbers, revenue, and expenses; program expires December 31, 2030
