Proposes a constitutional amendment to add a new Section 20 to Article 1 of the New York Constitution establishing a recognized right to privacy that "shall not be infringed"

Requires courts applying the privacy right to consider the nature and extent of information that may be obtained and the nature and extent of any intrusion

Follows the constitutional amendment process requiring the proposal be referred to the first regular legislative session after the next general election of Assembly members

Mandates publication of the proposed amendment for 3 months prior to the election, as required by Article 19, Section 1 of the constitution
