Expands due process rights for parents of students with disabilities attending nonpublic schools to challenge not only the recommendation but also the implementation of individualized education service programs (IESPs)

Allows parents to file due process complaints regarding both child find requirements and the recommendation or implementation of IESPs through the procedures established in section 4404 of the education law

Requires school districts to provide special education services to nonpublic school students with disabilities on an equitable basis compared to students in public schools within the same district

Maintains existing deadlines for service requests, including the June 1 filing deadline and provisions for students identified as having disabilities after that date

Takes effect immediately upon enactment
