Directs the Board of Regents to establish a committee to research ways to reduce the length of standardized tests for students in kindergarten through eighth grade and increase test transparency

Requires the committee to review transparency impacts on student privacy, including what data is collected, how and by whom it is collected, where it is stored, and why it is used

Mandates that standardized tests for K-8 students be publicly released on the State Education Department website within 10 days of scores being released, with scores released within 10 days of grading

Requires parents to be notified at least 30 days before any district-wide standardized test, including make-up dates and field tests

Committee must consist entirely of New York State certified educators who reside in the state and must submit a proposal to the Board of Regents within one year of the committee's creation
