Expands eligibility for non-citizens (including non-qualified aliens) to receive additional public benefits beyond current law covering protective services, foster care, and domestic violence residential services

Adds prevention services, adoption subsidy, kinship guardianship assistance, and after-care services for youth and families involved with child welfare to the list of benefits available to non-citizens

Includes child care assistance as a newly available benefit for non-citizens who otherwise meet eligibility requirements

Adds a catch-all provision extending eligibility to "all other public services and benefits" under the social services law for non-citizens who meet other program requirements

Takes effect immediately upon passage
