Requires websites publishing material harmful to minors (content appealing to prurient interest, depicting sexual conduct offensively, lacking serious value for minors) to implement age verification for users 18+

Mandates that age verification providers cannot retain personal identifying information after verification, must keep data anonymous, and must protect it from unauthorized access

Authorizes Attorney General enforcement with civil penalties up to $50,000 per violation, and allows private lawsuits by minor account holders with penalties up to $10,000 per violation, with enforcement beginning 180 days after enactment
