Requires annexation petitions to be referred to county planning agencies or regional planning councils when the annexation would potentially require county approval to provide water or sewer service in the annexed area

Mandates that governing boards of municipalities affected by such annexations must comply with all county planning referral requirements before making a final determination on the annexation

Applies immediately to any annexation petition where a final determination by affected governing boards has not yet been made

Amends section 239-m of the general municipal law to add annexation referrals to the existing framework for county review of municipal planning and zoning actions
