Directs the Commissioner of Health, in consultation with the Office of General Services, to study the use of solid antimicrobial materials (such as silver and copper) for touch surfaces in public building construction

Touch surfaces covered include door handles, bathroom fixtures, bed rails, handrails, and light switches

Study must evaluate the effectiveness of different antimicrobial materials in reducing disease and infection spread, as well as associated costs and potential cost savings

Requires analysis of market availability and feasibility of implementing antimicrobial materials, along with recommendations for which materials should be used

Study must be submitted to the Governor, Senate Temporary President, and Assembly Speaker within one year of the act taking effect
