Transfers the technical assistance program to the Department of Economic Development by adding a new section 12 to the economic development law

Assistance includes help attracting new employers, developing plans for vacated land and buildings, and recommendations for dealing with creditors and entities with financial interests in the closed institution's assets

Explicitly prohibits the state from becoming a party to any legal proceedings under this section
