Requires all utility pole owners and attachers to submit an annual report to the Public Service Commission including data on pole attachment requests received, processing times, make-ready requirements, completed attachments, contractor information, poles replaced, and associated costs

Replaces previous requirements for real-time identification information during pole attachment work with a consolidated annual reporting system

Allows the department to develop a voluntary complaint mechanism for reporting unsafe attachments, equipment moved in violation of regulations, or poles presenting safety hazards

Repeals Section 109-e of the general municipal law regarding right-of-way permit requirements that was added by 2025 legislation (S. 6997-A/A. 7544-A)

Eliminates the previous enforcement structure including mandatory two-week inspection timelines, graduated fine schedules ($20,000-$50,000), stop work orders for repeat violations, and semiannual violation lists
