Requires kratom product labels to include manufacturer name and address, full ingredient list, and quantitative declarations of mitragynine and 7-hydroxymitragynine amounts

Mandates warning disclosures stating that sale to those under 21 is prohibited, use while pregnant or breastfeeding is not advised, kratom may be addictive, and it may interact with certain medications and controlled substances

Requires labels to include FDA disclaimer stating the product has not been evaluated and is not intended to diagnose, treat, cure, or prevent disease, plus a "Keep out of reach of children" warning

Imposes civil penalties of up to $500 for first violations and up to $1,000 for subsequent violations by any person, firm, partnership, association, or corporation
