Changes the requirement for contractors and subcontractors on covered renewable energy systems from "use" apprenticeship agreements to "have" apprenticeship agreements as defined by Article 23 of the Labor Law

Requires contractors on thermal energy networks to "have agreements with" pre-apprenticeship direct entry providers registered with the Department of Labor, modifying previous language requiring them to "use" such providers

Delays the effective date of the apprenticeship requirements from "immediately" to September 1, 2026

Applies the new requirements only to covered renewable energy systems awarded contracts through advertisements, requests for proposals, invitations for bids, or other solicitation methods issued on or after the effective date
