Expands the definition of "state entity" from only the Metropolitan Transportation Authority to include any department, division, agency, office, public authority, or public benefit corporation of New York State and their affiliates or subsidiaries

Modifies insurance documentation requirements for property access licenses, replacing the requirement that licensees "procure and maintain" commercial general liability insurance with a requirement to provide relevant documents confirming such insurance exists

Requires licensees to provide insurance documentation sufficient for adjoining property owners and lessees to make third-party claims if damage occurs to property or persons

Takes effect on the same date as the 2025 law (S. 3799-C and A. 357-B) amending real property actions and proceedings law regarding access to adjoining property for improvements or repairs
