Amends prevailing wage requirements for custom fabrication on public works projects to apply regardless of whether work occurs on-site, off-site, or in another jurisdiction, removing the previous limitation to out-of-state work constituting a "significant portion" of the building

Defines "custom fabrication" to include exterior/interior wall panel systems, woodwork, electrical, plumbing, HVAC systems, rebar cages, and mechanical insulation designed specifically for a public work project, while excluding stocked or readily available components

Excludes highways, structures, vehicles, and watercraft used for transportation from custom fabrication requirements, but includes electrical, plumbing, HVAC, and mechanical insulation work in rest areas, transit stations, and depots

Requires contractors and subcontractors to report their intent to utilize custom fabrication to the department of jurisdiction, including the public work contract identification, fabrication entity name/location, and description of work

Takes effect on the same date as the 2025 law (S. 2536-A/A. 2747-A) amending labor law provisions for off-site custom fabrication prevailing wage requirements
