Amends Public Health Law section 3351 to replace the term "addict" with "person with substance use disorder" in provisions governing practitioner dispensing of controlled substances

Applies to language regarding Schedule III, IV, or V narcotic drugs approved by the FDA for maintenance or detoxification treatment

Takes effect on the same date as the related 2025 law (S. 3416-D/A. 5892-B) authorizing institutional dispensers to dispense controlled substances off premises in emergencies

Updates terminology to reflect person-first, non-stigmatizing language in public health statutes
