Shifts responsibility for providing luggage to foster children from the Office of Children and Family Services to local social services districts

Requires districts to supply durable suitcases, duffel bags, backpacks, or similar reusable containers (not trash bags or cardboard boxes) to foster children who lack appropriate luggage

Allows local districts discretion to provide replacement luggage if a child reports theirs was lost, stolen, or damaged (previously the state was required to replace)

Prohibits reclaiming luggage once provided to a child by OCFS, local districts, voluntary agencies, or foster parents

Makes luggage expenditures by local districts eligible for state reimbursement through the foster care block grant under section 153-k of the social services law
