Removes the age restriction that previously limited birth certificate issuance to foreign-born adoptees "over the age of eighteen," allowing adoptees of any age to receive New York birth certificates following foreign adoption

Requires the Commissioner of Health to file a birth certificate for foreign-born adoptees when no other U.S. birth certificate or certificate of birth data exists on file

Mandates submission of adoption documents, certified translations (for foreign adoptions), proof of birth date and place, and evidence of IR-3, IR-4, IH-3, or successor immigrant visa status

Applies to adoptees whose adoptive parent was a New York resident at time of adoption or whose adoption was finalized within New York State

Takes effect on the same date as the 2025 law (S. 3765/A. 1944) amending public health law relating to foreign adoptions
