Removes the Commissioner of Health's authority to determine additional "unsafe chemicals" beyond the explicitly listed restricted substances

Eliminates the two-phase implementation approach that would have allowed threshold levels for contaminants; instead prohibits any restricted substance present as an intentionally added ingredient at any level

Removes requirements for the Department of Health to establish regulatory thresholds and conduct five-year reviews of allowable contamination levels

Takes effect immediately, with substantive provisions aligning with the effective date of the underlying 2025 menstrual products law (12 months after that law became effective)
