Requires the Office of Addiction Services and Supports (OASAS) and the Office of Mental Health (OMH) to publish information adequate to calculate reimbursement rates for outpatient treatment services under the Medicaid medical assistance program

Changes the rate calculation method from requiring specific fee schedules published by November 1st to using rates with an effective date of April 1st of the preceding year, which must be established prior to October 1st of the preceding calendar year

Applies to facilities licensed by OASAS for outpatient, intensive outpatient, outpatient rehabilitation, and opioid treatment, as well as facilities certified by OMH for mental health services and crisis stabilization centers

Clarifies that insurers remain obligated to reimburse participating network facilities at rates no less than Medicaid rates, regardless of how the rate information is published

Amends a 2025 law (S.6897-A/A.7038-A) that established minimum reimbursement rates for rehabilitation and opioid treatment services, removing the requirement that the law apply only to policies issued, renewed, or modified after the effective date
