Requires healthcare providers to elect their preferred payment method (credit card, virtual credit card, or electronic funds transfer) within 30 days of receiving notice from an insurer about associated fees

Mandates that if a provider fails to make a payment election within 30 days, the insurer must default to a fee-free alternative payment method

Exempts vendors used by providers to receive payments from the requirement that insurer-contracted payment vendors comply with fee notification rules

Prohibits contracts between insurers/health plans and providers from waiving notice requirements about payment method fees

Applies to insurers, health insurance corporations, and health care plans under both the Insurance Law and Public Health Law, taking effect on the same date as the 2025 law it amends (S. 2105-A/A. 3986-A)
