Adds a 5-day waiting period between prescription writing and filling, unless the physician confirms the patient may die before the waiting period expires

Clarifies that "terminal illness or condition" means death within six months "whether or not treatment is provided" and restricts eligibility to New York state residents

Extends implementation timeline to 180 days after the underlying 2025 law takes effect and allows emergency rulemaking for necessary regulations
