Requires all New York school boards to adopt written policies for handling complaints about school library materials, including procedures for submitting complaints, assigning reviewers, and making final decisions

Mandates creation of reconsideration committees composed of at least a certified librarian, teacher, administrator, parent, and where possible a student to review challenged materials

Prohibits removal or restriction of library materials solely based on disagreement with themes, viewpoints, or the identities of authors, subjects, or characters; materials must remain available while under review

Protects library media specialists and school employees from disciplinary action for selecting or recommending materials in accordance with district policies

Directs the Commissioner of Education and school library systems to develop model policies for districts to adopt or adapt, with the law taking effect July 1 following enactment
