Establishes "coercive control" as a legal basis for family offense proceedings, defined as a pattern of behavior used to dominate, intimidate, or subordinate another person that unreasonably interferes with their free will, personal liberty, or autonomy

Grants family court and criminal courts concurrent jurisdiction over coercive control cases, allowing courts to issue orders of protection upon finding coercive control by a preponderance of evidence

Defines specific behaviors constituting coercive control, including isolating victims from support networks, controlling finances or employment access, monitoring digital devices, misusing legal processes to harass, and repeated verbal degradation or humiliation

Requires the Office of Court Administration, in consultation with the Office for the Prevention of Domestic Violence, to develop mandatory training for judges and court clerks on coercive control, with refresher training required every five years

Creates a private civil cause of action allowing victims to sue for compensatory damages, emotional distress damages, punitive damages, and attorney's fees, with a six-year statute of limitations from the last act of coercive control
