Amends New York Civil Practice Law and Rules section 5501(c) to require appellate courts give "the highest degree of deference" to jury factual findings, including damage awards

Replaces the current "deviates materially from reasonable compensation" standard with a "shocks the conscience" standard for overturning jury verdicts

Requires the moving party to prove by "clear and convincing evidence" that a verdict is so extraordinary no reasonable jury could have reached it

Mandates appellate courts view evidence in the light most favorable to the prevailing party and prohibits substituting judicial judgment for jury determinations on credibility or damages

Applies to all actions filed on or after the bill's effective date
