Establishes minimum requirements for new county creation: at least 100,000 inhabitants and 100 square miles of contiguous territory that does not divide existing cities, towns, or villages

Requires a feasibility study before petitioning, including proposed operating and capital budgets, division of assets and liabilities, and five-year property tax impact projections

Petition must be signed by at least 10% of voters who cast ballots for governor in the last gubernatorial election in the proposed territory, then filed with the State Board of Elections for validation

State Comptroller must review and approve the financial feasibility, finding that the new county serves public interest and would not create undue burden on either the new or remaining county

Requires majority approval in a public referendum; if approved, county becomes effective January 1 following the next general election when county officers are elected, with town supervisors serving as an interim governing board during the transition
