Amends Mental Hygiene Law section 13.05 to require the Developmental Disabilities Advisory Council to publish an annual comprehensive summary of its activities on the Office for People with Developmental Disabilities website in an accessible format

Replaces the previous requirement to submit yearly reports to the governor, temporary president of the senate, and speaker of the assembly by December 31st

Required information must include actions taken to foster public understanding and acceptance of developmental disabilities

Summary must also include recommendations made to the commissioner on statewide priorities, goals for services, and implementation of the statewide comprehensive plan

Takes effect on the same date as the related 2025 law (S. 7793/A. 7560-A) requiring the council to submit annual reports
