Independent review is required when physical restraint involves students with disabilities, prone or floor-based restraints, injuries, extended duration, or personnel from outside the school building

Parents have the right to access all incident records related to restraint or force used on their child, including written reports, photographs, and video recordings

School districts must report anonymized restraint incident data to the state education department, which will compile and publish aggregate statewide data for oversight purposes
