Creates the Upstate Cities Preparedness and Resiliency Fund with a $100 million appropriation to support emergency preparedness, response, and resilience measures in cities outside the New York City metropolitan area and Long Island

Distributes $80 million within 90 days to major upstate cities (population 125,000-1 million) on a per-capita basis

Establishes competitive grant programs for mid-sized cities (25,000-125,000 population) with awards of $500,000-$3 million, and small cities (under 25,000 population) with awards of $50,000-$250,000

Eligible uses include emergency operations improvements, hazard mitigation planning, stormwater and culvert resilience, equipment winterization, and infrastructure improvements

Fund administered by the Comptroller with competitive grants managed by the Division of Homeland Security and Emergency Services; expires three years after enactment
